Having been inspired by the folks on the non-combat-tabletop discord, I've written my own NCT game which you can obtain here:
In Fires At Midnight you take on the role of firefighters trying to keep the flames at bay while rescuing the villagers.
Rules are available in "original" as well as in "printerfriendly". A sheet with counters can be downloaded and printed, too.
All you have to provide y yourself are your miniatures and your terrain.
